What OEE Measures – and What It Does Not

Identify the machine or process that should set line rhythm and the reference speed for the priority SKU.

Speed relationships

Upstream and downstream modules need compatible sustainable rates, not merely higher catalogue speeds.

Accumulation

Buffers should protect the constraint from short stops without hiding chronic faults or damaging containers.

  • Request a speed table for every module and every priority package.
  • Define behavior for starved, blocked, accumulation-full and downstream-stop conditions.
  • Separate machine faults from external stops such as materials, utilities or operator delay.
  • Agree reject categories for underfill, cap, label, code, package and inspection failures.
  • Include changeover duration and restart-quality checks in the production plan.

Performance Acceptance Without Inflated Claims

  1. Choose one stated product, container, closure, label and pack format.
  2. Confirm utilities and materials meet the agreed input specification.
  3. Define the warm-up, test window, planned interruptions and good-output count.
  4. Record stops at the pacemaker and classify internal versus external causes.
  5. Reconcile filler count, packed output and rejects before accepting the result.
  6. Retain the report, alarm history and unresolved punch-list items.

Frequently Asked Questions

Is OEE the same as line efficiency?

Not necessarily. Terms are used differently across suppliers. Define the exact formula, planned-time rules, ideal rate and good-count method in the quotation and acceptance document.

Which machine should be used for OEE measurement?

For a multi-machine line, monitor the agreed pacemaker or constraint and distinguish its internal stops from upstream or downstream causes.

Why can a fast filler still produce low finished output?

Labeler or packer stops, poor materials, insufficient accumulation, utility instability, rejects and slow changeovers can reduce saleable output even when filler nameplate speed is high.

Should FAT include OEE?

It can include a defined performance test, but the duration, input conditions, excluded stops and product/package basis must be realistic. Site OEE also depends on plant operations and utilities.
